Landlords who own property in the UK are required to perform an EICR Certificate Cost before leaving their property. This requirement has been extended to 1 April 2022 for UK tenants.
EICR Day 1: July 1, 2021
Effective July 1, 2020, electrical installation condition reports are a requirement for all new tenants. Ensure that all electrical installations in the property are safe before tenants move in. Facilities that EICR Certificate Cost retain their certification for five years. Once your EICR expires, you will need to get a new one.
Landlords must provide copies to each tenant within 28 days of inspection. When you update your report, you should keep a copy and provide it to your local council and your next reviewer. The landlord must provide the tenant with a copy of the final report within 28 days of his written request.
Will I be penalized for not having an ECR?
Landlords who fail to perform an EICR Certificate Cost (and recommended work) before starting a new tenant face fines of up to £30,000 and are responsible for enforcing. Local authorities can take corrective action if the repairs and improvements suggested in the report are not implemented. What if my property fails an electrical inspection?
If repairs are required by the landlord to secure the property, a qualified person (e.g. an electrician) must complete the repairs within 28 days, unless the report states that the work should be done more quickly. Repairs must be made.
A qualified person must confirm in writing with the homeowner that current safety requirements have been met or that additional work is required. Also, written confirmation must be provided to each tenant within 28 days from the completion of the initial assignment. This must be submitted to the local housing authority along with a copy of the original report within 28 business days from the next business day.

The above rules apply to all tenants from April 1, 2021. This means the landlord must run his EICR for all properties in the UK and also provide a copy of the report to the tenant within 28 days. If the report recommends it, you should do the work.

EICR Rules for Scotland and Wales
A similar law has been in force in London since 2015. From 1 December 2015 landlords are required under the Housing (London) Act 2006 to have an electrical safety inspection carried out by a competent person.
